First game using LaR as 1936 Germany. Annexed UK in Dec40, futzed around til May42 kick off Barbarossa. Going to restart with lessons learned.

?I don't understand how we get Agents. The max is capped at 10. I have some Puppets - supposed to get an Agent per two Puppets? Does Capitulated Gvmts count as Puppets?
?How effective, in your experience, is it to create Collaborative Gvmt or Orchestrate Coup? Is it worth the time vs. Justifying while at war elsewhere? Is Decryption important in these two cases?
?What are the best traits for each Mission: Counter Intelligence, Build Network, Root Out Resistance?
?How does one steal a Cypher? Does it give any real value?
?What is the best way to squash Resistance (outside of Territory Management)?

Lesson - start Counter Intelligence from the get go - because if they get a foothold, they are much harder to root out.
Lesson - Decrypt everybody you plan to invade (if you can). The bigger they are, the higher the priority.

You get 1 agent for a spy agency. You get a 2nd agent for 5 upgrades. You get a 3rd agent for illusive gentleman political advisor. After that the only way to get spies is to be the spymaster for a faction. You get spies depending on how many factories your puppets/allies have. I think its 0.5 spy for >50 factories, 0.25 spies for > 25 factories and something like 0.1 spy for < 25 factories. It used to be one spy for every 2 countries but they nerfed it (Britain would decolonise and get silly number of spies)

Dealing with resistance - compliance is key. Build up the compliance as much as you can. Collaborative government is good. The allies get a special management type that build compliance. Otherwise just set it to the lowest harshness you can and wait.

If you have decoded the enemy cypher then you can 'activate' it from your spy agency. It gives 30 days of very nice bonuses.

cheapest garrison is a new division of 1 cavalry. It only costs 5xp and is cheaper than remove support units from starting cav divisions. If you are loosing a lot of men and have military factories spare then armoured garrisons are best. A full 25 division of cavalry + fully upgraded MP support is the ultimate division but costs so much you usually don't get it until after you no longer need it.

Aha - factories! The 2fer was in the Reman video. I understand now. Thank you.

I've got the Territory Management down pat. I was looking for LaR aspects to growing Compliance and squashing Resistance.
I understand that building a Collaborative Gvmt increases Compliance.

?So instead of Annexing everyone, I should be creating Puppets to reduce Resistance?
?At what point should I annex them?

On occupation laws: Local Autonomy is hands down the best occupation law, nothing else even comes close. In fact it is probably the best, and the only useful perk of being a democracy. Liberated workers is the best law for short-term resource gain and factory production, but requires communism. If you're fascist, use local police force for long term occupation, and martial law for short-term benefits. Harsher laws than that is almost never worth it, because the extra equipment needed for garrisons more than cancels out the benefits of reduced resistance
