To the Kasier and the German Reich.
I regret to inform your nation that the French people in times of Economic failure and political distrest, can not repay war reperations that were imposed onto this Government by the Reich for the past Great War. Reasons as follow.
1. The Global Depression has hurt France to the point were our Economy can no longer support itself and has led to massive unemployment and declining monetary support. With this we can no longer pay the Reich without printing more worthless money and losing resources we use to run the factories that produce the wealth. Wealth in which we have paid your nation in the past.
2. This Depression is fueling radical elements in public that wish to topple the Government. These many and well supported radical groups see the Government as weak for still paying War Reperations in times where many French children starve in the streets of Paris. The image of starvation and homelessness has led to an embitterment in the French people that is not healthy to a peaceful relationship with Germany.
3. If these Radical groups, including Bonapartists and Pro-Catholics launch a civil war or control the French Cabinet, they will embark on a crusade agaisnt Germany which they see as the enemy of France. There leaders speak of how they shall overthrow us and impose strict Military Rule so as to ready the people to fight your Highness.
4. A Radical Government will toss away the Treaty of Orleans without cause and destablize the peace of Europe and the German people themselves. Peace is what both France and Germany need to recover and eventually benefit from this Economic Crisis.
5. This Government wishes to preserve peace in Europe and end radicalism that threatens both nations. Ending War Reperations will help us achieve that. It will restore honor onto this Government and make the Kasier a man of the people and a friend of France, for forgiving past wars waged agaisnt your Reich.
6. The sooner we help our economy, the sooner your economy shall recover from the Berlin Stock Market Crisis as well.
