I just finished a WC, and I noticed the AI was much more sensible in its building priorities. The 3 things I noticed the most were
  1. The AI focuses economic development + manpower more, building manufactories, counting houses, and training fields almost everywhere.
  2. The conscription center + shipyard spam is significantly reduced.
  3. Fort placement is much more sensible. I didn't have to siege down a single level 8 fort in the one-province Pacific islands like Tahiti and Guam, whereas the European provinces of a rich colonizer nation are still properly fortified.
Overall, the AI has significantly more military forces at its disposal, and wars are more about overcoming their armies than sending expeditions to siege every fort they've spammed on random islands. This has made the game more strategic and much less tedious towards the end game.

yes, i'm seriously impressed with this new AI.

no longer you see an Ottoman not building buildings or upgrading forts, due to spending all their money on a 2/3 forcelimit army.

instead, they have full forcelimit army, level 8 full paid forts and manufactories etc everywhere, while enjoying 100+ mercs on very hard and still making 100+ spare income.

And there is now a real reason to go for Ming early, because they now have a ridiculous income from 1700. Their land is literally covered with manufactories.

Do you think it has to do with the naval race versus rival mission? The AI needs to have a bigger fleet than someone but doesn't have the naval limit for it, so it builds docks in order to increase naval limit so it can complete the mission. Does the AI go over the fleet/army willingly?

docks can have use with trade... AS LONG AS it has a sensible number :D
if ai still building dockyards entire coastline yea thats a problem :D

I think you can't get the mission if it would put you over your FL, or at least I never had.
