As far as I understand, Musovy is kinda national-socialist version of North Korea? If so, you better cede Yokshar-Ola, Kotel...(I'm cant read it) to Novgorod. I'm can say that Yokshar-Ola is Finno-Ugric territory (Federal Republic Mari El ). Is there any reason to keep nor-slav lands as N/S state?

Yes I can give Yoskar Ola and Kotel. to Novgorod instead. Muscovy as a NS version of North-Korea is a good description of that country.
Well then the Kuban will control central Volga and have their capital in former Stalingrad. They should also claim the lands like Saratov, Ulyanovsk and Novouzensk because then I do not need to consider more minor nations(gamevise). Although minor nations can be fun, but the players will not liberate all I make.
Later I could have Axis pro Volga Republic, but that can wait.
I make it like this democratic and communists liberate Kuban Republic, but fascists set up Volga Republic.

You can keep Volgograd area as part of RK Ukraine. Why? As you know, fallen Stalingrad was to become part of the RK Ukraine. And Volga-Germans will play role of colonists. My suggestion - there is no reason to add pro-german Volga state. Just keep it as part of RK Ukraine
Special autonomous zone with privileges as part of RK. This process was a common practice. Nothing new
Lokot Republic was an experiment. Lokot Republic was to become autonomous part of RK Moskowien / Russland.
Fedor Von Bock planned to create some kinda pro-german Russian state in Smolensk, but project was rejected by Berlin.
A. Rosenberg planned to create about 10 autonomous zones for Russians in RK Moskowien
And again. There is no reason to add Volga Rep. Just keep it as part of RK Ukraine

I found some ROA generals that I can use for Kuban and Novgorod.
AOD do not use those RKs for germany. But I can do much with the Kuban Republic for now.
