Judging by the Demo, Krakow province still has a core of KRA from the very beginning. As anyone could learn from Wikipedia, Republic of Krakow was only established in 1815 and it is highly unlikely something like it could ever revolt out of Poland or be released in a peace deal.
Therefore, I think that "add_core = KRA" should be moved from the beginning of "262 - Krakow.txt" to 1815.5.3, when KRA becomes the owner and controller of the province.

I agree- eventual forcing of release this city at any point would be wildly ahistorical.

@up: In history files it can be core in 1798, without being a core in 1444? Or by event or decision? Kraków never had any separatist tendencies...

Well, I was thinking, are there Partitions of Poland event in game ? If yes, wouldn't it be interesting, if Poland completely disappears (with event or with simple annexion if those partitions event are not in), that, then, Krakow gain a core on Krakow, and then, the country which own it could trigger a decision which free Krakow as independant (not vassal), in the sphere of the country which triggered the decision and with a guarantee on it, and reduce aggressive expansion of this country ?

It's better to leave it as it is; you don't get a malus if you're Poland owning Krakow; however a 'liberator' might forced Krakow to be independent if it is conquered by another nation.

Kraków as free city could appear whenever Poland isn't independent and it'd be fine- but seriously, no "Krakowian rebels". City was totally loyal to Austria even during partitions, sometimes rebels from Prussian and Russian parts of Poland were supported from Kraków... Yeah, there was one Krakowian uprising, but considering the fact it'd be hard to depict in game, it should be unrevolting province.

That is a good point, perhaps this core could be added to Krakow in 1795 then?

The tag is needed because we can start the game post 1815, even if no one is doing this.
It's better to leave it as it is; you don't get a malus if you're Poland owning Krakow; however a 'liberator' might forced Krakow to be independent if it is conquered by another nation.
I've seen Poland release Krakow in a peace deal many times in EU3...
