I think this is the 4th playthrough in a row where Korkyra has done this to Epirus. Please give Epirus their balls back devs, and regional powers in general need to be given some boxing gloves to stand up and hand it to the big guys more

Completely agree. Right now I always see 4-5 nations blobbing like maniacs and nothing to stop them. I think too that regional powers should make it harder for big empires to conquer them so the endless conquest stops at one point

I think the issue is that every country (per region) gets at least 4 cohorts, so a few city states can team up and destroy a regional power like Epirus. Another issue is that rulers can't lead legions, so Epirus can't use Pyhhrus to full effect. Epirus starts with at most 10 cohorts, so Korkyra and Apollonia have a decent shot at destroying Epirus. My question is why Korkyra hasn't formed Epirus even though it meets all the requirements.

Epirus’ pop is too low. But, If they had a decent levy then Pyrrhus would still matter.

Maybe mil stats of the governor should affect levy size?

I think regional powers should also get a buff to levy per pop. Probably the best of any rank. There should be a sweet spot where the country is big enough to have a decent power base but small enough to efficiently and effectively mobilize its resources. Too big and you become less efficient. Too small and you don’t have the scale necessary to be efficient either. This fix is easy. The levy size per pop should DECREASE as you rank up from regional power. Maybe bigger empires are forced to rely more on legions and mercs because their levy per pop just becomes smaller and smaller as they grow.

My question is, why doesn't AI Syracuse take Korkyra?

Playing as Agathocles I had always conquered it per the event getting the claim, and then sold it to Epirus. As selling is quite cool but not necessarily that good I've always seen that as an option that's there more for the AI than the player, but I've never seen Syracuse crush Korkyra as an AI.
