The fragmentation/decolonization game rules were added by me on a whim because I thought they'd be cool to have. This was an oversight and shouldn't be hard to fix. However, it will not make it in for release.
Isn't whole decolonization rule making game kinda unbalanced in favour of Axis? Germany loses nothing, Italy is Italy anyway, Japan loses Korea, and that's all.
I mean, at this case other states could be divided too, related to their separatism - Germany, USA, a bit of Italy. I mean, it is kind of interesting game rule, but without new wargoals, related to this states, or any reasonable interaction, what's the point?
Are you planning to somehow alter passivness of AI in the future? I'm sure, I've already seen some states, declaring on other states simply because wargoals with some territories were owned by them. Germany, attacking USSR which in it's turn has just annexed Czechoslovakia, and so, Sudetenland, is just one of them. So, it theory AI is able to do something not only if it has received wargoal for some tag.

It is not bad, quite the contrary - it is great that AI adapts (or, well, pretends to adapt).
