Korchin to Manchu

So like a lot of people i was going to try and go for Manchurian candidate achievement and thought to myself: if i pick Korchin who are Buddhist, i can get the Land of Eastern Jade achievement in the same run. so i went in to the the EU4 files and looked for the Manchurian Candidate achievement and it said that korchin was one of the tags that could get the achievement, so i assumed that they could get it. So i played as korchin for some time and conquered most of Manchuria and thought that if i changed culture to Manchu (Korchin starts as some mongol culture) the decision to form Manchu would appear but no, so now my question is: is it possible for korchin to form Manchu, or Qing for that matter? Because if not, their tag should not be listed as one of the ones that can achieve the achievement!

Tags listed in the achievements file in the 'potential' part only matter which country you start with in 1444, later you can switch tags freely.

Unlike the above poster, I will actually try to answer your question.
I had the same idea of starting with Korchin as you after checking the achievement files to see if KOrchin was eligible. The problem is, after checking the 'form Manchu' and 'form Qing' decisions, in order to form Qing you have to be Manchu and Korchin is not listed as one of the nations able to form Manchu.

First, I am not an expert at reading the decisions code so if someone else could confirm this, that'd be great.
Second, I'd say this is probably an oversight and not intentional. Any chance Wiz or another dev could comment if they see this?

Wiz posted in another thread that Korchin shouldn't be eligible for that achievement as they are not Manchus and this will be fixed (they will be removed from achievement).

personally i dont get this achievment hunting, i set up my own achievments in my head. Just play the game as you like, play like a random weak nation or something...
