That has been a serious bug. I wonder why it has not been fixed so far. This is the most annoying when playing the UK. You cannnot do anything with the Commonwealth troops and navies after assuming military control of them.

I'm sorry that nobody from Paradox's side has had a comment on this. At least that in 1.04 it is planned among the major bugs to be fixed.
Let me just add another thingy in connection with troop loadnig. In the UK game I mentioned before at the end of the war Canada had 82 land divs + 18 air divs BUT these units did not do anything during the wole war period. Although I have sent them 5 transport ship as an expeditionary force.
