AI Navy always 0 Org

Early in every game they have org but as the game goes on and one every enemy fleet I engage almost always have every ship with 0 org. So naturally I always win.

Can't reproduce... Does it happen with ANY enemy navy?

It is pretty consistent. Early on in the game they have org but as the game drags on the computer does not like to let his fleets rest. It happens all the time.

Russian Navy in black sea (1.05c ) was without Org, too.

At least some ships stayed there since 1936, I presume.

Personally I don't think this is a bug. I've seen navies both with and without a zero org. I think that sometimes the AI just leaves their navy out at sea too long. I note that occasionally their navies are held up by a movement they can't perform. Say the English trying to pass a Italian controlled Gibralter.

This is a known issue, it is a problem with naval ai. Any AI issues have their own forum.
