AI is building industry in every province
1942. I clicked on England and France, and both of them have every single province "building industrial capacity"!
No wonder they're not doing anything. I didn't check anyone else, as I'm scrapping this game to start over on a different setting, but I seem to remember someone else reporting the same thing. I'll watch for it next time and log it.
If it's a choice, I'd rather the AI never build new IC. Human players only do it in provinces with few IC to begin with, and then only early in the game. Otherwise it's a waste when a nation is at war and needs troops and planes, not a year at 1/2 production.
Anyone else noted this?
