Possible bug: strat redeploying while surrounded

IMHO, the "strategic redeploy" command is rather bugged (and/or overpowered). The reason for this is that you can strategically redeploy surrounded troops, as long as they have access to a owned province with a "star" (red star on map with victory points). Examples of this include Russian divs strat redeploying out from a surrounded Ploesti (after Russian annexation of Romania) or Japanese divs strat redeploying out of Australia (after Jap annex of them). I have a hard time believing this is WAD, I think it is merely an exploit. As far as I know, strategic redeploying is made to simulate use of railroads and other land transportation systems, and is NOT some sort of air brigde system (íf it was it wouldn't take 1 week to do it?). So how could you possible ever strat redeploy when surrounded, or strat redeploy units from an island halfway arround the world back to your capital? Suggestions:

1) Prohibit strat redeploying from any surrounded province or pocket

2) Only allow strategically redeployed units to be placed back on the map within the same region it was taken from (i.e. must be connected via land), and if this is not possible (for example a pocket you strat redeployed from has been taken by enemy), then the divisions simply should disappear from the force pool.

Enhancement?

It's either a bug (i.e. something that may be fixed in future patches) or it's an enhancement (i.e. something that makes the game more enjoyable). I have a hard time seeing how something could be both at the same time. So is this a bug or an enhancement? (sorry, but I'm not too smart at times, probably all the beer i used to drink when I was younger :), or all that boxing practice)
