Reorganising navy when enemy fleet in same zone

If a fleet of yours and an enemy fleet are in the same Sea zone but not in combat (they haven't detected each other) and you chose "reorganise" on your fleet it will start a Sea battle and with moral = breaking, regardless of it's moral before that happen.

I am not sure I remember the exact details. Perhaps you must start doing the reorganising before this happens or maybe it was enough to just click on reorganise. I also think it happens if you click on the split button for the fleet.

Thus you will lose that battle and in really bad cases your fleet may retreat to a sea zone where it may suffer from attrition or unload a 100k army on some barren island of yours. ANd you will lose a battle percent in the ongoing war and of course your real intention will be postponed for a month or two.

To my knowledge it has always been like this.

Haven't seen this, but than again I don't reorganize my fleet very much. Does it happen always or have you seen it on a few occasions?

When you hit the reorganize a fleet (or an army) you create an fleet/army with the size 0. If this fleet is discovered by an enemy fleet it will of course defeat this fleet resulting in all friendly fleets in the same seazone to also lose.

If any fleet or army of ANY SIZE with ANY MORAL is attacked by enemy troops while I'm on the reorganization screen, they INSTANTLY lose the battle, and about half the time the entire stack is annihilated.

Thanks! The "bug" is even worse, because if you pause the game and start reorganising you will _kick off_ the attack. While if you do not start reorganise the enemy will not spot your fleet. There is perhaps some kind of logic in that perhaps, i.e. that they spot you when you start reorganising. But that moral is at "breaking" is ridiculous.

The reason I believe is that when you hit reorganize, another army or navy is created by the computer which you later "fill" with units by clicking the arrows. A new army/navy has no morale and thus the instant loss part. This is an issue not only in EU but in all Paradox games based on this engine AFAIK. The same/similar issue exists in Victoria where the new army will be annihilated if not filled with divisions quickly enough.

BTW, if you quickly withdraw from the battle, e.g. into a port in that Sea zone, your fleet (or both of them :) will immediately get its moral up to what it had before you started reorganising.
