More bugs

I'm sure some of these have been reported, but here's the ones I'm seeing. Some since 1.00, some only with 1.0.2:

- CtD on fleet re-orgs. Trying to create new fleets is what causes CtD's most of the time for me. Usually taking a big fleet and breaking it out into several smaller ones.

- France is bizarre. I usually play US, when retaking French territory I can suddenly find myself out of supply on "French" soil. I can have a clean line back to base, no enemies within a province - yet I'm out of supply. Also I can have military access to Vichy and still be out of supply in their territory.

- Weird N. African supply. Again playing US. I drive from Casablanca to Tunis. As I make the next push, I'm suddenly out of supply in Sirte. No Italian troops any closer than Bengazi. Only way I could get that province back in supply was to ship troops through The Med to Jerusalem and then retake Suez and Alexandria. Then suddenly half of N. Africa was back in supply.

- 1.02's AI got weird. Playing US starting in '36 I find a massive Sitzkreig in Europe in '40 and '41. France and Belgium still intact. Until Germany then attacks Russia in '42 ... because it's there, I guess. Also the Japanese won't attack the US in this situation. If I start US in '39, I find that the Japanese will take the Phillipines, but if I reinforce Guam they'll sit there and burn through troops and planes for years. Germany won't go for the Vichy France option - and Russia always seems to give up by '43.
