Minor Naval Production Problem
There is an error in the Naval Production system; I don't know what the exact correct answer should be, but the existing version is not correct.
Currently, if you have a Pre-War Dreadnaught you are not allowed to upgrade it to a 150mm or 350mm Battleship; until you have researched a new tech that requires an Upgrade to implement; at which point you may Upgrade to 150mm or 350mm. i.e. the ability to Upgrade with a new technology (like radar) also allows you to upgrade to 150mm or 350mm.
Example: The Germans may not upgrade their two Pre-War Dreadnaughts at the start of the 1936 Scenario.
This is obviously wrong; you should either be able to upgrade to 150/350mm without the new tech OR you shouldn't be able to upgrade a Pre-War to 150/350 at all.
Also, there is no reason not to upgrade to 350mm (in preference to Pre-War or 150mm), the cost and time are exactly the same.
Pre-War Cruiser upgrade to Basic Cruiser does not have this problem.
