KNOWN BUG: Minor issue with DI costs

Minor issue with DI costs

Haveing a "Ideological Crusader" as foreign minister aloues a 0 DI techshare with "same" Ideologys, arcording to tooltips.
Same works for "Bias Interlectual" for "not same".
Both cost show "0" with the right contry but cost 1 DI if used.

Not sure if that is a bug, but it is somewhat confuseing.
