Building transports
I don't think it's a bug per se but more of a thing that leads the AI to wrongly assign all it's sparse ICs to building transports.
In my current game as Germany I've noticed that my allies don't seem to have their economy running at full power. No problem there.
That's easily solved by sending some convoys with resources. But since my own resources are rather sparce (just like my amount of transports) this means only the smallest countries will have their ICs working at full capacity.
For my bigger allies like Italy, Vichy France and apparently Japan too it means they have only a part of their industry working.
the Result: most of their meager industry (and in the case of V-France all their IC) goes into building transports.
I had to disband over 20 transports for V-F (and those numbnuts don't build anything else!) and over 50 (!!!) TPs for Italy. Japan also has over 50 TPs and isn't using them either. that is, all in all, a lot of manpower and IC tied up in the production of ships that aren't being used at all.
You could say that this is tied to a lack of manpower but in this case I don't think it's true as all my allies (except V-F) also build (at a reduced rate) landunits and in the case of Italy also air units.
So I am left wondering if it could be a problem with the AI files (or whatever guides them) leading to the AI making the wrong choices on a continuous basis? Cause it surely seems weird that TPs feature in such a large number.
