AI not adjusting sliders when manpower pool drops to zero
The subject says it all.
When a nation has no manpower left, it will set its production slider to a high value, almost completly neglecting research. Looks like a desperate attempt to churn out more troops.
Most likely true for mid-war Germany/SU.
