AI countries not researching vital techs

I installed 1.02 and decided to run a hands off game to see what would happen. Around 1945 I was getting bored, so I stopped and went in to check out the status of some of the remaining majors (Germany was toast by now) from the inside.

The USA, UK, and Japan had researched little or no artillery technology. None of them had "Basic Artillery Pieces," the second of the theoretical techs in this area. None had developed even 20 mm tank guns. Since artillery techs are prerequisites for any kind of good armored units and for the better naval units, this crippled these countries armies and navies. However, they did research all of the *other* techs required to build armored units and naval units, improved cruiser hulls, and advanced medium tank prototypes, for example.

The USSR did research artillery tech, and was working on heavy tanks in 1945. as I mentioned Germany had been eliminated by now, but one wonders if they ever developed any artiller technology, or else tried to fight off the red horde with MG tanks.

Some other weird ommissions in the research include the US not developing any sub technology, Japan seemingly ignoring land doctrines, and the USSR not developing any heavy aircraft technology, although it did research air doctrines that applied only to bombers.

There were still yet more branches of the tech tree that nations seemed to be completely ignoring, but these at least made some kind of sense, like the USSR not doing any naval or sub research, Japan neglecting armor technology, and everyone except the USA ignoring nuclear technology.
