1.04 minister potential bug
I played MP with 1.04 as USSR. I replaced the minister (the 4th one up from the bottom, forgot his title) with the guy who gives 2x manpower. We had a crash and after we reloaded the saved game (it was in multiplayer) that slot was completely empy and the word "none" was where that minister used to be. Hope this is enough detail. There is currently no minister available to put in that slot and it is horrible to have no minister in that slot.
