Just a nag thats minor (and i'm not even a lore guy!) but has been bothering me constantly, but would their be a little cinematic or some text explaining how these races already have knowledge and chosen a path of secret tech before landing on an alien planet and why they have suddenly started showing up? It would help explain why everyone has pre-knowledge of having selected a path if their was a powerful broadcast throughout the galaxy that has brought everyone suddenly to the star union and why they have already made up their mind on what they want to research.
Something like 'Civ beyond earth' for all its flaws made complete sense that it was a race to get off earth and settle on new worlds.
Initially how i thought i would work is research would be locked until you explored your first site, then it could say something like "Commander we have discovered research belonging to the star union etc, we have enough information to begin to learn one of the secret techs" Then you pick a path several turns into the game.
On the grand scheme of things its extremely minor but i cant shake it.
