One thing that I intend to mod is "cosmetic" government types-- that is to say, government types that are pretty much identical to the standard ones that come with the game, except with different leader titles.
For example, it just bugs me that out of the box, the game seems to refer to the head of state of any feudal monarchy as "King". I'd model "feudal principality", "feudal electorate", "feudal duchy" and so forth, with the same game effects as feudal monarchy but with the leader being referred to as "Prince", "Duke", "Elector" and so on.
Similarly, I'd split "Theocracy" into "Archbishopric" and "Knightly Order" (or some similar name). The head of state of an Archbishopric would be an Archbishop; the head of state of a Knightly Order would be a Grand Master.
