Kingdoms not drifting

Playing as The empire of Hispania and have conquered all kingdoms in Frankia and own all land. I am the Sultan of the 3 I can create so only the Kingdom of Britany doesnt exist. Unfortunately I have noticed that neither of the three kingdoms is drifting into Hispania. This doesnt seem to be correct. I am wondering if maybe the change to kingdom drift has prevented France from drifting out when it is a part of another empire? The only parts which are drifting is Brittany which is not at present a kingdom.

Due to this I suspect that 1.08 while preventing kingdoms drifting out of empires if they dont exist also do not drift into empires. It would basically mean that France never will become part of Hispania.

Having the same problem as Britannia as I own Aragon plus France and Aquitaine, none of which are drifting into Britannia.

seems to me that it works like this if the dejure empire doesnt exist and the kingdom exists it doesnt drift so Aquitane will drift unless you create the kingdom.

I have the same problem as Roman Empire: all kingdoms in Spain and France dont drift into the Roman empire except the dutch of Brittany.
I also tested it with Lotharingia. It drifted into my Empire but as soon as i conquered the hole HRE and destroyed the titel Lotharingia stoped drifting thorwards the Roman Empire.

I have the same problem as the Empire of Britannia. My kingdoms in spain started to drift back into hispania after 1.08. I had previously invaded the HRE and destroyed the title and now the kingdoms in the HRE have also stopped drifting into Britannia.
