Ah. The rule, of course.
Lets say the amount of provinces we can take is 5. This means, that ONE COUNTRY can LOSE a maximum of 5 provinces in ONE WAR.
Definitions:
ONE COUNTRY = What is says. One country. Not an alliance, formal nor informal. Just ONE COUNTRY, ONE PLAYER.
ONE WAR = A period of time in which the LOSING side is in war. This doesn't have to mean DoWs at the same time or by the same alliance, it means wars that either happen simultaneously or short after eachother (before WE died out).
EXAMPLE 1:
Russia, Sweden and Austria are in one alliance.
Ottoman Empire and Prussia are in one alliance.
France, England and the Netherlands are in one alliance.
France DoWs Russia. On both sides, the allies follow.
We thus have: France/England/NL vs Russia/Sweden/Austria.
War proceeds for a year. Then OE DoWs Russia.
We thus have:
France/England/NL vs Russia/Sweden/Austria
OE/Prussia vs Russia/Sweden/Austria
Now, OE and Prussia secure a quick victory and take 2 provinces from Russia. None from Sweden and Austria.
War rages on and France/England/NL win also. They demand 2 CoTs from Russia and one province from Sweden. THIS IS ILLEGAL. Since 2 CoTs from Russia means 4 points, OE/Prussia took 2 so it totals 6. They could only take 5. So, they settle for 1 CoT and one province from Russia. They can however still take 1 province from Sweden. Hell, they could even take 5! This is because each country can lose a maximum of 5 provinces.
EXAMPLE 2:
France DoWs Austria. After a long 6 years war, France wins and takes 3 provinces from Austria. Austria's WE has gotten to 10 in this war. When it has dropped to 7, OE DoWs Austria. OE wins, and demands 3 provinces from Austria. THIS IS ILLEGAL. Because WE in Austria had not yet dropped to 0, OE's demands pile up on France's and therefore he can only take 2 provinces.

How about at most 2 percent and at least 6 months of peace before it? In 6 months, one can rebuild an army and so the next attacker isn't feasting off another's glory.
