Hi!
I am playing as Venice, and have expanded in Italy and Dalmatia. I have created the Kingdom of Venice, but surprisingly the laws I can pass in this kingdom are quite limited, just 4 realm laws, compared with the normal 7. And those missing are really important ones: Controlled realm inheritance, Vassal war declaration, and Administration. Without those your vassals declare war on each other, against other countries, and pretty often titles pass way to other realms because I cannot make that illegal.
I have tried creating other kingdoms, but the only law I can change there I the papal investiture. I have created an empire (Italy), and it is the same. I have created a "custom" empire with 2 kingdoms titles and it is the same.
In the "De jure" kingdom (Italy) the law "Controlled Realm inheritance" is set to "Illegal", but it doesn't seem to apply, because counties and duchies pass away to other kingdoms without problems.
Is it supposed to be so? Am I doing something wrong or is it just that the republics are so abandoned in the game that nobody takes the time to fix these issues?
Any help or suggestions are very welcome! :)

So let's see, Republics miss a bunch of laws because usually they have no need for them/they don't apply to them.

Administration. Late feudal affects inheritance, but not in merchant reoublic. Imperial would give you vice royalties. However you can use republican vassals who are already non dynastic.

Controlled inheritance. Again it usually doesn't affect MR as patricians are tied in the republic and only unlanded male members inherit. I guess it could be useful if you keep feudal vassals around :/

Republics might need some revision but are otherwise very strong and stable.

Respect for having kept the papacy independent ;)

Yeas, it is a bit difficult with the feudal vassals, because pretty often I get warnings about external inheritance for not only counties, but even for baronies. About republican vassals, in theory yes, they don't have dynasty issues, right. But no, for example here, this republican vassal, with no family at all (because it was generated by the game, as usual) and of course no married. The heir seems to be a dude in the papal states. HOW? WHY? Shouldn't it be a new "randomly generated" character who gets it? So, I see pretty often things like that, which make it very complicated to play. Is it so difficult to give merchant republics with king or emperor tie some laws to make the realm more stable, exact in the same way that every other government type has? I t is even possible that I would be able to get the decision to restore the Roman Empire, but I don't know if that is worth it, because I suspect I am going to have exact the same problem with laws.

Mmm, maybe that guy was banish from the Grand city's court because if his apostasy, yet he retained his place as heir?

The game makes it so to pass republican titles to already existing courtiers as to avoid creating new ones (i think).
That said i wouldn't what else to say to you :/

You can reform the RE, however you will keep your republican government. You will however get a few cool options. Institute the Stoic school, adopt roman culture, which might give you a cool name instead of Doge or Gran Prince. :)

Cool! I have already done it, but I didn't know that the pope would get several counties in Italy, who knows why. So even when I wanted to be friendly with the pope I have declared war to recover my land. It is a fun game, but a bit disappointing how limited are MR in terms of laws.
