No, it can't. Quebec is included for a specific game purpose: to allow for a colonial revolter in that area and one specifically French. Without Quebec, there is a very good chance those provinces could rebel and have nowhere to go (if all their surrounding provinces are pagan or owned by the same colonial power). Having Quebec solves this issue.

The Kingdom of Jerusalem is in just as a toy for the human player.

You're right regarding Quebec, but I think he was referring to my home-made Canada mod.

Well, I think Canada would never revolt, after all they were very loyal to the Uk back then, and with the loyalists comming from America there would even be lesser reasons for them to revolt against the UK.

When I got it right, in BarristerBoy's mod Canada is no revolter. You can grant them vassal-status if you want. And that's what the British did.

Thats right. But EU2 changes history anyway. Why should the British or other colonial powers not be able to follow another policy and set some colonies free as vassals. At least when they did some years later?

So how DO you get to play such interesting places as the Kingdom of Jerusalem, or the Mughal Empire? What do I need to do to play these guys?

Re kingdom of Jerusalem.

In an (early) game as the Papal states I liberated the Kingdom, but it had sunni religion (!), they refused to ally with me and was soon in an alliance led by the Ottomans (!!)...

Does anyone know if this is fixed in the later patches??

The Kingdom of Jerusalem has to be created by the player as a vassal.
You can play the Mughal Empire in the later scenarios, or you can start as the Timurid Empire in 1492 (or even 1419) and become the Mughal Empire in 1504.

Yes, it was. Early on, the Kingdom of Jerusalem when it was created as a vassal had the state religion of its capital province, just like any other vassal (so if you had converted the province of Judea, then it would have been Catholic). I logged this as a bug, and it was eventually hard-coded to be Catholic in state religion when created.

Start a game as a christian country, conquer Judea and release it as a vassal and save the game. When you load the save, switch over to KoJ by right clicking on the shield and selecting it. Make sure you cheat alot, or it'll be so boring you might start having epilectic seizures

KoJ is merely a nation which Greven and I thought would be enourmusly fun to have as a "hidden" country. Greven ONLY plays the Papal States and considers its his mandatory mission in all games to liberate the holy-land :)

Armenia Minor was included because in the first resouce material we had, they were marked as independent in 1419.
