Kingdom of Jerusalem a Personal union rather than a vassal

I have heard they have changed it from EU3 so that Jerusalem is not released as vassal which sounds interesting.

Wouldn't it be more logical though to release it as a personal union? Many of the kings that went on crusades tried to establish kingdoms.

Personally, I think March would be the best choice for it.
