In 1040 start, Kingdom of Italy is owned by the Holy Emperor Heinrich I Ludofinger and this is correct.
But if and when one of his descendants lose HRE election, he remain King of Italy without being Holy Emperor, so we'll have a very strong Italian kingdom inside HRE for the rest of the game and this is quite anti-historical...

Is there a way to lock the Kingdom of Italy title to HRE title? Or to give a permanent claim to any Holy Emperor?

Disclaimer: I quit the game just after the shift, so I don't know if an event is already existent

Fighting with the same issue. Essentially you will see this as setup to represent when Italy was very much in discord with the German part of the realm. Best solution would probably be to lock the title out after a certain point of time and include it titular within the HRE-title.

Are there any benefits or purposes to give this title to the HRE, anyway? If this is meant to simulate the coronation at Pavia then it shouldn't be inheritable at the first place, the title should be destroyed upon the succession with a separate coronation event chain to (re)gain the title. Otherwise the title can be cleaned up and removed.

I think it says in the files that it is meant to represent the struggle between Italy and the Emperor.

I think locking it to HRE-Emperor would be the best choice.. I really hate it too when there is a very strong Kingdom of Italy in HRE and it just blobs to everywhere and King becomes stronger than Emperor himself.. I even want it to be destroyed since no one from italy rebels within the empire because Their king is always have +521021 improved relations or whatever

Exactly this should not happen. Rather the Italians should rebel on their own. Maybe the title should just be not formable after 1066 or something similar and it should be more mentioned in the HRE-coronation that the HREmperor is also the true King of Italy.
