I am currently playing my first HiP campaign as the Grafo(count i suppose) of Holland and my first goal is to form the kingdom.

I noticed that i need to be independant to form the kingdom, why is this?

And why am i a count instead of a Duke? Its the duchy of holland.

Loving it so far btw!

With regards to the County of Holland, it is supposed to be a County as there were no RL Dukes of Holland. We assign it the duke tier in-game so that it can have counties under it, so for all intents and purposes, it should be treated as a duchy. The "County of" has no bearing on what the game does with it; it's merely there to reflect the title's historical name.

As for the kingdom, I do believe that the intent was that a Kingdom of Frisia could never have formed while still under the HRE, and so the conditions require you to be independent. The SWMH team would know the answer better than I would though.
