In the seventeenth century, there was a state in the Far East, which was not afraid of either the Russian tsar or the Chinese emperor. A state founded by outlaws, adventurers, escaped peasants and prisoners of war, and ruled by Poles fleeing the revenge of the tsar. This almost forgotten country was called Jaxa and its founder and ruler was a Polish nobleman - Nicefor Czernichowski. He built a fortified fort on Amur, in the tribal lands of the Dauras, together with a group of Cossacks. He surrounded it with a spire and a palisade. He had to resist Russian invasions, he also had active diplomatic relations with Beijing. In the end, he agreed to pay tribute to Russia. In 1669, he assumed the authority of the Russian Empire. Three years later he was appointed the voivode of Alabazin. In 1675, the Poles attacked China with Russia, and during this trip, Nicefor himself died. His sons took over the power. In 1686, Chinese troops appeared over Amur, which after a long siege, burned the city. In 1689 Compliant with the treaty, they were to remain an uninhabited borderland between Russia and China.

From 1669, the Russian tsar received a tribute from the Jaxa country (Albazin and surrounding villages), which impacted on the tsar's decision to formally acknowledge Chernigovsky as the lord of Jaxa in 1674.
The creation of the state could be due to the event, this is just a suggestion

could be a bit small to be an actual tag, from what I can tell it was little more than the fortified town of Albazino (which was not that big) and a few villages around it, maybe instead just have it as an event for Russia or China

According to your sources, it looks the the total population of the state of Jaxa was 500 men. I don't think a 500 population nation is just big enough to merit a tag, considering that they wouldn't be able to even supply a single army stack.

500 people supposedly counted the population living in the fort but other sources say that there could be more of them. For even 800-1200 people could live in villages outside the city. Besides the city, there was also an indigenous population whose population I can not determine. Which She intended to pay tribute in silver and sable leathers for protection against Russians and Chinese. Around the stronghold, more villages were built that provided resources to the city.

I think the primary problem tag-wise is that it's so late in the game. There are tags that only appear in the late setup (No dead cores or anything) You would never see them in a normal game ever. Really, there should be a way to bring a late-game tag into a normal game (whether by dead cores or an event like the Greece one), otherwise in a sense it's taking up a tag slot for something that could exist in 1444, even though the tag is important for the late timeframe. Whether or not Jaxa specifically deserves this, I personally wouldn't only because it was small and had a very minuscule impact.

That being said, it's an excellent event suggestion :).

What would be reaosnable, as I have already suggested a Beishan state covering the Daur and Solon areas of outer manchuria, is to have it in later start dates bein an OPM between russia and qing with this polish king and eastern technology.

How to get it to "appear" is a trickier question

It was enough to meet two requirements for jaxa to be created
1: Russia must exist and must have boundaries either from Manchu or from Qing
2: Is the year 1665

Albaza (Jaksa) was a Russian voevodeship, which was controlled by Russian troops and raided the surrounding nations. It was based on a settlement captured from the Daurian prince Albaza. The Chinese named it Jaksa. Because of this, there was a war between Russia and Manchuria.

Is there a limited number a tags the game engine can handle?
Technically yes, each new tag can impact optimisation. But one tag isn't a huge issue but if it doesn't add much it might not be worth it.

According to Wikipedia Nicefor founded a petty kingdom among the local Daur people. His new domain stretched down the river to the mouth of the Zeya River, 500 km from Albazin. The state was called Jaxa – derived from Nicefor's coat of arms. So it would be quite easy flavour event to add:

If PLC exists & Russia exists & year > 1664 & Russia controls Halacha then:

1) Jaksa is released as OPM Russian (Halacha only) march with +100% liberty desire for next 50 years and gets perma claims on West Hailongjiangord, East Hailongjiangord and North Ilin Hala

or

2) Halacha gets +25 unrest with Jaksa nationalists (Catholic religion and Polish culture)

Halacha culture and religion should not be changed by the event because during Jaksa existence most people there were Daur only the ruling class was Polish. Jaksa should have Humanist, Defensive and Aristocratic ideas fully unlocked from the start. And then you can add some kind crazy achievement like "Mandate of Jaksa" where as Jaksa you should unite Machuria, Mongolia, North China, South China, Xinan and Tibet regions starting as OPM in the late 17th century with totally foreign religion and culture (Jaksa should not be able to change their primary religion nor culture unless forced).
