Kinda new to VIP help please!!

Hi, first of all awesome game and mod!! thanks to all who have helped in making it available..
However i was wondering if anyone could give me a bit of advice on a few issues.
1) Moving pops around in my own country: This has been the most frustrating thing to achieve, ive tried reading loads of stuff in the forums but it doesnt work for me for some reason. I'm playing latest VIP with hotfix.

What im I do is: i make jobs in factories available in one state, and then change a farmer pop to craftmen on another state with no factories. Nothing happens!! infact fo some reason the unemployed pop is still gaining enough money to get all the goods it needs...
So then i increase taxes so that the pop starts loosing money, but it affects all pops (working or not) so they eventually start leaving my country not moving from one state to another.
I've tried using reforms too (all of them or just specific ones excluding unemployment subsidies)

I've tried it with diferent countries and with diferent governments and nothing..

I even tried modding their need (basic and life) but the problem still happens because once the unemployed craftmen starts emigrating so do the ones who are employed...

i hope someone can tell me what im doing wrong

Don't tax them so high, put high tariffs, and don't have any major social reforms than health care.

but that would still apply to all craftmen or all lower classes, isnt there a way affect only unemployed pops so they migrate..

Yeah, your exports will be divided up amongst all of your POPs whether they are employed or not. You can't explicitly tax the unemployed POPs on their own, though.

Works fine for me, at 49% / 48% / 15% taxes, 60% tariffs and "Low" level social reforms. Craftsmen and clerks mostly pack up and migrate when they lose their jobs.
