I can't count the number of times I've wanted to eliminate a ruler (or heir), either mine or theirs. Some kind of espionage mission that increases the odds of them meeting their end would seem too obvious and too ripe for abuse.
Instead, I would think, especially in the light of the recently announced Cossacks the factions, that if a faction were too dissatisfied, they might seek to eliminate the current ruler, and not necessarily to place their own member on the throne. They might support the legal heir or one of the alternates, or perhaps someone from a different country, as opposed to themselves.
Likewise, you might be able to support certain factions covertly in other countries to nudge them toward removing their king and putting someone from your house on their throne, not terribly unlike the current means of supporting your contender in Poland's elective monarchy.
The means to unite two large realms seem rather limited. Either you go to war several times and slowly take bites out of their territory, or you play the 1000 to 1 odds that your royal marriage will somehow get your dynasty on their throne long enough for you to claim it. If the odds of taking over their throne were something you could affect, going to war all the time might not be the go-to strategy it currently is.
