High tolerance of faith in 15th-16th century Khmer is a bit a-historical. Khmer declined owing to constant wars, natural disasters and most importantly religion - after the Kings adopted to Theravada they lost their "Mandate". (Since Theravada does not believe in Kings to be God's grace). There are instances where after a Mahayana Buddhist king there came a Hindu King destroying most religious constructions of previous kings and later again a Theravada King wold destroy religious constructions of previous heretics. Constant clash between Hinduism, Mahayana & Theravada was one of the reason for the decline of the Khmer internally.
