When designing a custom nation with Khmer culture, I noticed that the only surnames available for rules, diplomats, leaders etc. were names of Khmer cores (and Battambang) in the 1444 start. For example, Stung Treng, Battambang, Oudong etc.

As a part Khmer person myself I was a bit upset that this sort of thing happens. I can understand for a lot of cultures, their ships are often named after provinces, because there isn't enough information about what those cultures named their ships (if they even had any, or didn't name their ships at all). However, when it comes to names for people, I think we can agree that they deserve a bit more attention. I mean, it's as easy as searching up 'Khmer family names' on Google and grabbing 7 or so names.

Khmer might not be the only culture that's in this situation, but I just wanted to bring this up. If this change (along with updating name lists of any other culture that needs it) makes it into 1.30, then

The names in the culture file are rarely updated. Names will usually come from the country file (with the exception of custom nations) , which you can find in the folder, Steam\steamapps\common\Europa Universalis IV\common\countries, it should be called Khmer.txt.
For example, the surnames ["leader names"] for the Khmer tag are:
Code:
leader_names = {
    Ann Bopha Chak Charny Chea Chhay Chhoub Chim Choeun Chop Dara
    Daro Em Heang Hout Houy Hoy Huy In khai Khan Khlot Khoeun Khoun
    khun Khuth Lim Lorn Loun Mak Meang Meas Meng Mok Mon Moul Nak Nam
    Nary Neak Nimol Norodom Noung Nourn Nout Oeun On Or Ou Ouk Pang
    Pen Phann Phaul Pheng Phon Pichenda Prak Preap Prum Rangsey
    Rath Rithy Rous Saluk Sam San Samphan Sarith Sary Sem Sen Sim
    Sin Sivorn Soch Sok Sokal Som Sorm Sun Thith Thong Thy Touch Tum
    Van Vanneth Vichea Voeum Vuthy Vy
}

Since most people don't play custom nations, the culture file is not updated as much as the country file.
It's not impossible, though. I've gotten the devs to implement my suggestion to improve Korean names for both the country file and the culture file.

Do it.
