All the plains Khanates (Sibir, Kazakh Horde, Nogai, Uzbek Kaganate) have the same sliders as the Golden Horde. Mostly, these are fine, but the Land/Naval slider is set at 6. (The Chagatai also have Land of 6, though some sliders are different.) This is ridiculous, as these countries have no interest in the ocean, no possible access to a port, and should not be encouraged to colonize.

So, unless there is a cogent objection, I would suggest setting the Land sliders for the following countries from 6 to 10:
Sibir
Kazakh Horde
Nogai
Uzbek Kaganate
Chagatai Khanate

It also seems like the Golden Horde should be at or at least near 10, but they at least have ports and a CoT.

The problem with that is the same as in North America: any nation can build level 1 forts, and the AI will as soon as it can. So the Khanates would all have added forts by the time Russia got out there. The only ones who could benefit from quickly conquering fort-less Khanates would be the other Khanates, or the Timurids.

Ah, good point. Well, it would certainly make sense in the case of Sibir, though even so it might be hard to get an AI Russia to take Sibir's capital. I suppose you could have an event that caused Sibir to instantly fall as soon as Russia declared war on them, but that might be excessive...

Fine, at least they'll be using their money for that and not building huge armies.

In my cosmetic changes projects, I have used a save game, in which I played an asian power. It turned out that I could use this same save game, loading as Russia, to access huge portions of eastern europe and western asia, as the AI had conquered all that :D

No you do not :) It happens now and then. Those who haven't seen Russia conquer big chunks over there are probably not playing that much or are just trying to create arguments for their point of view in the discussion.

In my current GC (1760s at the moment) Russia have annexed Golden Horde, Astrakhan, Nogai and Sibir (but not the Uzbeks and the Khazaks) and they had colonised up to and including Ob in the Siberian Corridor when I stopped them by reaching Angara in the 1750s coming from the other direction.

Yes, not seeing Russia get that far MUST be because I don't play often enough. IF ever there was a good case to use the old rolleyes smilie, this would be it.

I was playing this game when u could only dream of it and still am very much doing so, thank u very much. Talk about trying to create stupid arguments.

Could be that the AI is smart enough to build forts in time, but it would depend on the income and the need for troops i think. I often see that the provinces of the Timurids, for instance, which aren't fortified from the very beginning, stay unfortified for a very long time, switching hands back and forth.

Anyway it could be solved by also reducing them to level 9 or 8 colonies. This could sound a bit drastic, but in the later scenarios (where they start as Russian provinces) they (Irgiz, Kurgan, Sardinsk, Kustanai, Thengiz, Ichim, Jalutrovsk in 1617) are indeed reduced to unfortified colonies, with the people who used to be citizens there reduced to natives.

As I said I don't know what would be historically correct, but at least it looks like two different interpretations have been used in the setup of the earlier and the later scenarios. Start early and you will have to siege them, annex them and convert them to orthodoxy with missonaries, start late and they will be converted by your first additional settler and assimilated as soon as your colony grows into a city.

An inheritance event is another way to do it, but control of Tobolsk is at least 4 winter sieges away from Orenburg, and I have some doubt that the AI will pull it off, despite our good intentions :)

Historically Yermak and 7000 Cossacks conquered Sibir in 1582. It would take rather a long time to conquer Sibir with 7000 men in EU2, to say the least. This sort of thing is better simulated with an event. I also think it might be an idea, since Sibir was ruled by Uzbeks, to give it only Uzbek culture rather than making it Pagan, since this would prevent it from converting all its provinces to Sunni as easily.
