Karling Empire a bit weak.

So I'm about 70 years into my Capet game and I'm dismayed by how weak my liege is compared to the other realms. The Karling Empire has 6k troops, the Lombards have 7k troops, and most concerningly the Umayyad have 10k troops. Even the African sultanate has 7k troops. Now I know no one wants a Karling superpower but I'd think the united Karling Empire, even on a bad day, should be able to hold back the Iberian Caliphate.

Those numbers can be quite heavily skewed by how popular those lieges are at any given time.
