I don't have access to the files right now, but from what I remember, you have to get nationalists in power, then wait for Franco-German war and pray for fall of Berlin. I'm not sure if you can also get nationalists after you elect Mindaugas or Habsburg (which would mean free landgrab).

In the meantime, I want to add some fortifications in provinces but it seems that the excel files look kinda different so I can't figure out which number to modify in order to remove fortifications/aa guns/ infrastructure/IC. I really shouldn't try to modify KR at that point.
 
How to play for CSA in civil war?

What I always do in the ACW as either the CSA or the AUS (the Long lads) is spam militia to about 15 divisions extra and maybe 2 more or less to get nice corps of 3 in the end (my go to corps size). Don't forget to set their upgrades to proper infantry tho, they'll form a nice core for your new American army. At the same time, I start building some nice series of infantry. In the west, I retreat to the Mississippi river and establish a defensive line there with a division on each province and a few with 2 which I can move about to defend any attempts at a crossing. Once your new divisions start rolling of the line you can place some on this front and start pushing the feds back west. My main forces will be in the north and east to take Kentucky and Virginia. Put the squeeze on the Feds around Washington, but don't be afraid to let the CSA and Feds duke it out till they bleed each other white. Choose your moment to strike and take out the northeast. From there, it should be pretty smooth sailing.

Oh, Darkest Hour doesn't really allow for switching the played tag, so you need to save, go back to the main menu and when you select the save change over to the AUS.

So, I've decided to try Commie France today, and I think there's something seriously wrong with manpower.

I opened with a massive IC build (50 or so) to bring myself to the same level as Germany. After that I started producing Inf. divisions along with a few almost mp-inconsequential units (a few air wings, Art attachments, ...) and, when I was dragged into a war in India by my Totalist allies I started reinforcing my units. By that time I had around 100 divisions (including the ones I started with) and had completely run out of manpower. A few weeks later, Germany declares war on me and launches an assault on Belfort. Result: 150k losses per side. With a manpower recovery of around 970 men per day, this made the game unplayable, as I was now around 200k men in debt.

Restarted from a save, recruited much less infantry, retried. Same result. Day 2-3 attack on Belfort, only now I don't have enough units to fight back and get pushed back soon.

Is the Commune of France even possible without using console command to give yourself manpower? Even when at war and after having taken manpower modifiers, they recruit a pathetic amount of men per month, making it impossible to rebuild losses.

Uh, .97 manpower per day is not bad for France. Historical France had 90-100 divisions in 1939 and CoF has even less population to work with after territorial losses from the WK. It's supposed to be an uphill battle that relies on unit quality and pulling off some encirclements early on before divisions lose too much strength.

Edit: Looking over manpower distribution in France, I can see a few provinces where adding a bit of manpower seems appropriate.

Take a look at the other trigger conditions. "lost_national = 30" means 30% of Russia's provinces have to be occupied by enemy forces on top of the specific ones listed. "lost_VP = { country = GER value = 10 }" means that Germany (and specifically Germany, apparently; not sure if allies and faction members count) has to control 10% of Russia's owned VPs. "random = 35" means that the event has a 35% chance of firing when the trigger conditions are checked every 10 days ("offset = 10") so long as all other conditions are met.

The random component means that the event isn't guaranteed to fire at any specific time; if you've passed all the trigger checks and it hasn't fired yet, you've probably just had bad luck with the RNG.

Not at all.
It's inside a NOT clause. This means that the event fire only if GER has not lost 10% of more of its VP provinces. I guess this would represent the fact that Russia would not surrender to Germany if Germany is losing the war against someone else.
