The culprit here is "random = 35". That means that the event isn't guaranteed to fire immediately; rather, the game checks the conditions periodically ("offset = X" set elsewhere in the part of the event not quoted here, where "X" is a number of days) and rolls for a 35% chance of the event firing at that time as long as the trigger conditions are met.
 
Hey, encountered a few bugs myself. First of them is for the Tian Empire (former Shangqing). After provoking the republican rebellion in the south, the event with joining them in war against AOG are broken, choosing war does not start one (AOG also created the puppet national China, but i doubt this can affect anything). Second one was with Korea freeing event not appearing when i played as democratic Russia and chose to continue the fight in the Fading Sun and later annexing Japan. Third one was Evgeniy Gusev and His Armoured Doctrine event with buying armored divisions, text there still refers to Markov as proponent of armoured doctrine.

Just fixed the Markov->Gusev text. I'll see what I can do for the other two (China region events are a mess, tbh).

Also found a minor bug, after taking Berlin as both Autocratic and Democratic Russia, fires event with Red Army taking Berlin.
Both Russia and Soviet Russia use the same event text, is why. Edited to be a little more generic.

Thanks, gotta ask about last thing, and again with Russia, sorry. After choosing the western direction and involving in Second Weltkrieg (and winning it) event with Finland haven't appeared like it used to before. And considering i was a democratic, had to annex them through console in order to advance. Did i miss anything? Or does Finland event tied to certain date and dies the same way the revolution event after certain amount of time passes?

I believe the issue with event 901909 (russia foreign policy.txt) is the trigger has an incorrect province. I changed it to this:

I don't know whether it is a problem of the game or of the specifical mod. I don't get the event to activate the Air-to-Surface Missile (ASM) even if I have the necessary techs active. I've been waiting for 2 years.
For this reason, I can't get the Air Cavalry

  • Strategic Missile (or Rocket) CoS is intended to give its bonus to nuclear submarines specifically, but in the current KR tech tree normal and nuclear subs are the same line.
  • Deep Battle Proponent CoS is also on Vladimir Triandafillov and Georgiy Zhukov.

  • Guerilla Warfare and Counter-insurgency CoA are modified from DHFull.
  • Combat Engineering being an offensive minded opposite to Static Defence CoA.
  • Cavalry General CoA represents both hide-bound traditionalists (Semyon Budyonny) and also officers who understand limitations of terrain or economics on armored forces.

  • Hoi2 doesn't model brown-water/river navies so Riverine Warfare CoN represents pseudo-marine light infantry and river-borne engineers.
  • Since KR doesn't have gunboats or coastal defense ship classes, Coastal Defence CoN instead provides bonuses to destroyers and light cruisers.
  • Merchant Navy CoN is primarily civilian oriented, but can also represent Naval Transportation Services.
  • Hydrographic Service, while often of civilian use, also has use in detecting and combating submarines by better understanding hydrologic features.

  • Air Defence CoA are usually artillery officers who use both static and mobile anti-aircraft artillery. The Air Superiority CoA now focuses entirely on aircraft.
  • Aviation Organizer are usually pilots though sometimes not, but either way their goal is the formation of the airforce.

Small question / suggestion: Could the Merchant Navy CoN perhaps also have small bonuses for building convoys and convoy escorts? Is that feasible and / or not too unbalanced? Seems like it would be thematically appropriate.

Seems like a good idea and it is possible. The one monkey wrench is that bonuses to convoy escorts also apply to destroyers so I'll probably limit the Merchant Navy personality to transport/convoy production bonus.

Is there any event for a non-puppet National Populist Germany? I remember that there was some event like "rise of the far right"...

EDIT: I'm reporting a bug about the Italian war against Austria, Irredenta chain (i.e. after the second Italian unification). If I slowly advance for any reason in the north of Italy, gaining only Trento and Venice, there is a peace event firing about the war between Austria and the Italian Federation in 1937, for the Ausgleich.
It happened this morning, during my game. It was even more weird because, due to having puppets in the Balkan, I was going for a major victory (I annexed Galicia, Hungary, Boemia and I was controlling parts of Bosnia/Croatia)

Issue is, i played as tsarist Russia. I though maybe the case was with Bohemia already being a kingdom of Czech when i annexed it, but i highly doubt it is the issue. Anyway, thank you. Might go for the Savenkov Russia now, there might be some Vrangel - Vozhd stuff remaining.

I guess it should work, indeed. I'd suggest you that if Italy happens to control also Vienna/Prague/Budapest they should be able to fire a more harsh peace towards Austria - Hungary.
