It's very possible. With a human playing Commune it almost doesn't matter what happens with the Black Monday events, although a slow recovery certainly helps. Especially if you have Spanish infantry divisions to fill the gaps in your lines. Just don't wait too long. Yes, a country can have multiple AI files and switch between them by use of events.So, in my current game (Transamur) where I gave AI CoF extra manpower they beat Mitteleuropa and created the German union. In its events to decides their future armed forces, I distinctively remember German Union taking the decision to only have a 'small brown water' navy. Well, it's currently November 1941 and I loaded up as the union to investigate some stuff, and looked it their production cue....
I find they are building two aircraft carriers and TEN battleships. "Brown water", my ass! Is it possible to change a country AI's behavior if they 'decide' to only have a small defensive navy? Because it's awfully jarring to find that Syndie Germany's "small brown water" navy is apparently supposed to have almost as many capital ships as the pre-war empire.
