I think the requirements for this particular event are quite biased. All the other events don't need this condition while this one does and he really looks like the "first" of all with the possibility of releasing a Danubian Federation.
On this topic, it would be nice to have Germany join the Entente after the vainquor has decided what to do with the German proper, otherwise offering them their land back in exchange of of an alliance leads to weird results.

Reported issue, solution is on an earlier page and you're meant to change something in the files. Maybe it's somewhere easier to find.

because the russians have one of the largest armies in the world at the beginning and only 2 divisions defect to the soviets (and one of those is in the far east)

I didn't see if the AI research naval techs but in my game, I have absolutly no naval or naval doctrine tech. Why?
The Indian Marine with what little experience it had sided with the Delhi government when the Raj collapsed. In regards to air force, India didn't really have much of it and as a result, both the BC and PF are in a very bad starting position in this regard.
