Probably the biggest issue I have with the Internationale is that it's a duopoly between the Commune and the UoB (who aren't even technically a member of the Internationale at the start of the game) with the RSI reduced to the status of a bit player. Despite being the most advanced syndicalist nation in the world apart from the CoF and UoB and an actual Internationale member, the RSI actually has less influence than the Bhartiya Commune. Their only real function at Conferences is to petition the French to help them retake Italy: they can't pledge support to John Reed, (despite the fact that supporting an American Revolution would be something the RSI would be very interested in, due to the large Italian-American population and the ongoing mafia issue.) or the CNT-FAI, (though they can offer to shelter their leaders IIRC, but only if the French refuse) don't play any role in the Damocles Project (despite having one of the world's top nuclear physicists at their disposal) and they have no means of supporting the Bolsheviks (they don't even get a "Russian Civil War" decision, IIRC) or any other Syndie nation whatsoever. Nor can they opt to pursue crazy foreign ventures to spread syndicalism abroad (like the Bhartiya Commune can in Burma and the Philippines) and not starting ridiculous and potentially risky military campaigns simply isn't Mussolini's style.
Now, I'm not saying that the RSI should have a level of influence on par with the CoF or the UoB - that's simply unrealistic. They could however play a role similar to that which Cuba played in the Communist movement in our timeline: a nation which despite its relative poverty punches well above its weight in diplomatic terms due to a vigourous economic/military aid programme. To be more specific, I think the RSI could do with a little more influence at Congresses (offering support to the CSA and CNT, offering to send advisors to the BC, perhaps some small participation in the Damocles Project? It would make sense given Fermi's role in the Manhattan Project IRL) and perhaps have the option of engaging on a few "liberation" ventures in traditionally left-leaning areas of the Balkans, (I'm thinking mainly Greece and Albania here) at least if the Totalists happen to be in power.
Also, random question: why does neither Italy have cores on Trieste?
