Dude, there was a new version, like, a month and a half ago. The development is mostly located over at their own forum, where a lot of fans compile events and such to be considered for addition to the next version. KR is still pretty damn active.
We are working on a big revamp right now. Development will cease on this mod when Paradox stops publishing Hearts of Iron games!
Not sure if this is being fixed, but why does the Liberal-Kadets hate freedom? If they win a Duma election, freedom is set to 3, which means that the slider moves further towards Closed Society than if the Tsar/Army step in and cancel the elections :wacko:
Edit: seems like someone mixed up set_freedom and just freedom, and is switching back and forth between them in the election events.

Reminds me of Germany's elections. If you choose to allow women to vote in all elections, no matter who you choose to win the elections, you go from full open society back to almost the middle of the slider.
I hope this is a rhetorical question. Even now, after more than four years, the bugs are still there and the design flaws (10,000 provinces, stupid sandbox diplomacy, et cetera) will never be corrected anyway. I can't speak for the others, but Darkest Hour has always been for me the alternative allowing me to avoid Hearts of Iron 3.

There wasn't anyone willing to put in all the conversion work.
People have tried though.

Like KW said, HoI 3 made some... poor design choices that Darkest Hour avoided and that will hopefully be addressed in Hearts of Iron IV.
I really doubt we're going to rewrite all our events and coding for an unofficial map that rivals Hearts of Iron 3 in places.
I take it the 10,000+ provinces where the thing that made it next to impossible?
The political system ruined a lot of the events as well, they need converted to a design philosophy that was HOI3 friendly.

Russia is a beginner friendly nation.
Lots of events, quite easy.
To the other questions, it depends on who you are warring against and how you want to play
1. You will have a war against France, Britain and Sicily. There are many other possible wars that can happen depending on how you play.
2. You can win them, yes.
3. Yes, lots of them. Especially for major nations.
as Germany, do I need a big navy?

If you want to beat the Union of Britain a big navy would help.
The first war can start very early if events happen in a certain way, but most of them
will have to do with events where you choose the direction.
But around 39-41 will a war definitely happen. So you have a few years to build up your military.
But the thing that makes Kaiserreich so popular is that there are so many events and directions which these events can lead to. So no game will be like the previous game.
