And the German Empire is not so far removed from the whole idea of "divine right", either. In Wilhelm's eyes, Pu Yi is the legitimate monarch of China. That Pu Yi's dynasty originates from the Jurchens of Manchuria would be meaningless to Wilhelm. Indeed, the idea of that mattering as much as it actually did would be alien to European royals.
As far as I know the Qing didn't actually officially hold the mandate of heaven at that time. The mandate was lost.
There were at least two occasions where attempts at creating/recreating dynasties were crushed by the Chinese. They really didn't want it, and if they were to ever accept it it would have to be pretty damn good.
