Australasia and Canada (Canada is syndicalist, and with twice as much IC as Australasia) have massive navies as well.
There is also the alternatives of picking the Italian Federation (Possible to unite Italy, now that the French no longer protect the southern Syndicalist rival, also decent army and navy) or Austria (strong puppets, large navy and army, you can also leave the Imperial alliance and go your own route of course). Although I think some country in Asia will be best, that is Bengal or Australasia.
France will protect them (RoS) for 1-2 more years until we finally abolished Syndicalism .
.I read the whole ARR now, sounds really incredibly intersting to me.
I am thinking of either taking Canada or Austria, probably austria since the Imps dont have as much human players as the Syndicalist if I got that right.

I made some edits now so it's France and Carlist Spain. I will upload a couple of files you need to replace. I will also upload the Save.

Make sure you backup all the files you replace. I don't think you have to get all these files if you don't want to, graphics at least won't cause any incompatibility issues so you can safely ignore the flag and colour change.
