They were disinterested in starting anew for HoI3 so this would hardly be a surprise.

I think you don't understand what motivates creative people, if you expect modders to cheer at the idea of re-implementing something they once created. They'll only do it if HoI4 really offers exciting new facets to the KR experience, so that it would not be a mind-numbing re-implementation effort but a creation of something new.

I wouldn't count on it... KR was really very fleshed out and thrived on the "railroaded" way events were written during pre-Clausewitz times. It was a different time, and those games were made a different spirit. The whole idea where you replace event chains by abstract, symbolic stuff like "influencing" people into the corner of a triangle (like in HoI3) or "sphering" them (like in Vic2) is really alien to the old mindset. Those systems are so abstract, they throttle the creativity and make people loath to try and reinvent them for a new mod setting. Like I said I would cheer if they port it over, but I wouldn't count on it.

Well, seeing as how the dev team didn't like HoI3, and HoI4 is shaping up to be more like HoI3 than HoI2, I'm going to go out on a limb and say they don't have high hopes.

Correct me if I'm wrong, but I believe Kaiserreich wasn't ported to HOI3 was because there were certain aspects of the mod that couldn't work properly in HOI3.

Kaiserreich WAS ported to HOI3 (by people who has permission from KR team) but NOT finished due to the lack of support from the mod'ing community. A few brave people are trying to continue it now but I believe is still a fair way off. If it wasn't completed on HOI3 due to lack of support I can't see it getting to HOI4. A big effort was made to convert the small number of HOI2 provinces to the far for numerous HOI3 provinces which still has a few mapping issues. Then there's events, ministers etc. all converted but need work.

If you want a chance of Kaiserreich getting to HOI4 (due to the mapping issues) you probably need to offer to help the existing HOI3 conversion effort. Refer to the HOI3 Mods forum.

Because a well made DLC with proper testing, bug fixes & the need to fully finish things before release can be much better than a mod that keeps getting worked when the devs get time & feel like it with a release that is only a work in progress. Sure a DLC can be expanded on after release. Another thing depending on the type of mod/DLC it can set a standard (like a tank tech expansion) that other can use with mods they make. Also people like to reward people for their hard work.

Well, how many alt-hist mods are there currently for HoI3? I think the number is zero. I don't think there actually is any interest. HoI3 is just not geared towards that kind of story-driven gameplay. I can't see many of the KR fans being convinced to step over to HoI3, tbh.

hoi3 was hell to code events for, it was a huuge step backwards in that field. Since KR was basically an event based mod I can understand why they wouldnt want to port it.

Personally, I'd be more interested in converting it to hoi4 than 3, both because I don't really like 3 (though I don't know how 4 will turn out yet), and because the events weren't really nice. These factors don't really depend on the number of people converting to hoi3, and I would consider that as 2 different projects.

Why do people like this mod so much? I'm just curious because I've never played it or HOI2.

Can't speak for anybody else, but for me, I like the worldbuilding that the developers have put in the scenario, and especially the different options and variables that add a lot of replay value. The U.S. for example faces civil war between the federal government, syndicalists, fascists, and the secession of the west coast as the Pacific States and sometimes of New England too. Each of these factions (both in Russia and America) have different events to join the different alliances.
