just updated to new patch and when i start game all countries flags are black

Please verify the game cache (Right click in Steam -> Properties -> Local Files -> Verify).

You might also want to delete the \Paradox Interactive\Europa Universalis IV\gfx-folder on your computer and see if that helps.
