Can a chart migrate, revolt, and convert?
POPs don't migrate either. Only small parts of it are taken and added to another.

Charts can migrate in the same way, of course, by changing numbers, and percentages and all. I think the original poster meant POPs in the sense of representation of population, which charts would do much better when you don't have to micromanage their jobs.

I think some sort of population data would be good addition to the game, but it seems it won't happen.

MOO3 did that and just about everybody hated it. There are some who love the macro-management of MOO3, but there are very few of them around. People like being in control, but they hate micro-management. Kind of a paradox, until you think of micro-management as control but with inadequate management tools (like digging through nested menus constantly, or not being able to set up exact rules for automation features).

People tend to like balanced things. Balance between micro- and macro-management.

Precisely. POPs would make the chart and let it be dynamic. POPs are just population units so that the game can make actual "peoples" that comprise ethnicity, religion, and class. People only think about controlling them when they refuse to realize its base use.
