Just started this game and could do with some help

Despite owning this game since release day I haven't actually played it until now and I have no dlcs.
Its 1540 and I just diplomatically formed Gb with England, I own all of the Britsh Isles and that is about it other than 5 colonies One in Novia Scotia, One in the Caribbean, Manhatten New Haven and Connecticut. I started in the New World bookmark and got stuck with administrative idea which I have maxed out by now, my other ideas are exploration and naval, I am one away from finishing exploration and being able to adopt the colonial administration act. I have 2 colonists atm.

I have a few questions, is it better for me to leave the colonist in the province until it is self sustaining or should I just man-mode the costs of colonising multiple provinces. I'm worried because Spain is miles ahead of me in the colonial race owning a lot of the Caribbean along with Portugal. They also own Newfoundland and Quebec which is rustling my jimmies. France hasn't turned up yet.

Secondly my navy is lagging miles behind the Turks with 216, Venice on 182 and Spain on 164. With Turkey and Venice I'm not bothered because they are double their force limit and almost entirely gallys. But with Spain they are still within their force limit and they have 51 big fuck off ships compared to my 10. Overall I have 77 ships with a 74 naval limit, the vast majority of my ships are the light ships. So my question is how do I improve my navy force limit and does it matter if I just build over it like the Ottomans and Venice?

1) Maxing colonies is potentially a good idea. Money is just a number in this game and the game is all about manipulating numbers. A lot of players run 1-2 or more colonies above and beyond their number of colonists (I do as well depending upon the game I'm playing). So as with all things, it's a valid strat that you apply situationally.

2) If you take naval ideas, trade ideas, quantity ideas and maritime ideas, your navy will be fairly unstoppable. Doing this means you max diplo as a national focus and with advisors and then switch to military to grab up the 2 military idea groups. Thus, timing is important. Now that England makes more money than ... well just a lot of money, buying up diplo advisors forever and then throwing in military along the way is probably pretty doable.
