Just simply can't take Operation Sea Lion Achievement

So I did the world conquest as Germany. I have annexed all the countries in a piecedeal. (Got the Make all countries fascist btw). This includes Britain. I got them late though. Somewhere in 1945 I occupied them, for quite a while, the allies fell and I annexed Briatin. Then I released them for previous fascist achievement. Been through all of these stages and, I did not get the Operation Sea Lion achievement. (Requirement is "Control British mainland as Germany")

Save and screenshot provided. Where am I being retarded here?

Check if you're online, consider restarting Steam. Reload the game, it should register that you managed.

Tried what you said. Nothing happened. I got the All Countries Are Fascist achievement right before, don't think internet connection was the issue.

Slightly odd the tooltip says you have to NOT be in ironman. Does it say that for any of the others?
