No, it's a result of the fact that 6% "inflation" is not actually a problem unless you are under severe pressure from opponents who are your equals in skill as well as numerical power.

How often do you sit at 6% inflation? Pretty sure there are a few of the nastiest events waiting to be triggered at that level. I certainly learned to buy it down at some point after a few aztecs game :p

How often do you sit at 6% inflation?
I sat there for several decades in my current Brandenburg game because I wasn't willing to waste ADM on dissipating the effect of pillaging the treasuries of German OPMs when annexing them.
Pretty sure there are a few of the nastiest events waiting to be triggered at that level.
The really nasty event was removed from the game because it was an unadulterated noob trap. As it stands, 6% inflation is just, well, everything costs 6% more ducats, and you get a couple of minor-annoyance events.

The bad inflation events don't start kicking in until +15. I wouldn't bother paying off inflation before that point. It's essentially just a +15% unit cost modifier or whatever, I'm not paying ADM to remove that when I can sit it out for a Master of Mint if absolutely necessary.

What I think would be quite nice for mercenaries is if there was a limited number that you could recruit at any time which then slowly replenished (as it was previously) but rather than reinforcing without costing manpower they simply didn't reinforce and you had to hire new units and then merge them into the existing ones (I actually think this would be nice for everything, there is already a button to automatically recruit new units and send them to the army and it would model supply lines).

This would mean that mercenaries would provide a strong supplement to regular armies. And their replenishing would effectively boost manpower for wealthy nations but they would still run out. They wouldn't be a win button due to attrition.

A thing I don't like about mercenaries is that they behave like normal troops. What if you had to hire entire armies and not just regiments, like condottieri but without a state? They should come with increased military capacity to compensate for the lack of control, but they would feel more realistic IMO

I'm not sure how this would do anything more than add some needless clicky work. Mercenaries already have an increased maintenance cost while replenishing, so in effect you're already paying gold to heal them. As for replenishing them, since you can hire mercenaries in occupied enemy provinces, it's not even like your replacement regiments would have to travel very far. The only time this would have an affect is for overseas combat, but come Mare Nostrume 'overseas' is about to stop being a concept.

This would be even less effective a stop on mercenaries than the old mechanic where the game randomly assigned some specific types of mercenaries and you needed to go through and manually purchase your upgrades. At least under that system you had a few years when part of your army was out of date pending the availability of replacement regiments.
